DescriptionSALARY$135,000 - $155,000POSITION SUMMARYThe senior
manager will review all initiative requests, gather and confirm
requirements from business, technology, and projects, provide and
manage the business case assessment, evaluate the best solution,
and develop the necessary resource requirements and high-level
project approach. Plans, implements, and supports optimizing
strategic business initiatives processes utilizing industry
standard best practices. Leads initiatives to research and develop
best practices for collecting business, technical, and project
management requirements, provide assessment of feasible solution,
develop business cases, determine resources requirement, develop
project charter, project scope, and project timeline. Oversees SBI
project management and business analysis, and quality assurance.
Leads the SBI team in its mission to optimize business processes
and explore new technologies by developing a strong business
analysis function.QualificationsPRIMARY RESPONSIBILITIES
- Assesses technology requests and develops strategies and
approaches based upon the best feasible solution. Scopes out large
and complex initiatives for cross functional teams to work on lead
all initiatives for end-to-end processes.
- Collects business, technology, and project management
requirements.
- Assesses requirements and determine feasible solutions.
- Develops business benefits and resources requirements.
- Develops strategies to break up the initiatives into charter,
scope, risks, dependencies, and constraints.
- Serves as point of contact for initiatives sponsors, requestor,
and key stakeholders. Represents Strategic Business Initiatives in
initiative planning and implementation meetings. Develops
relationship with business departments and deep understanding of
business processes. Leads initiative teams interacting with
requestors, sponsors, stakeholders, and various department
heads.
- Acts as liaison to resolve problems, escalate issues for
management attention, and acts as an advocate for proposed
solutions.
- Coordinates with SBI, Technology, and other internal
departments to resolve process issues taking into consideration
department needs and constraints.
- Researches best practices for strategic business initiatives
from within and outside CTA. Works with technical architect,
technical and business managers applying best practices to increase
efficiency and effectiveness in proposed solutions.
- Utilizes proven process improvement and reengineering
methodologies to define the need for change, support change, and
make changes last.
- Acts as a lead role to roll out new or updated strategic
business initiatives using proven program, project and change
management techniques.
- Confers with management to assess success of new and updated
procedures, provides recommendations for improvement based on
feedback. Evaluates effectiveness of new processes and changes
implemented and uses findings to further enhance processes.
- Develops and utilizes appropriate data collection instruments
and procedures to report project progress and success metrics.
- Plans, assigns, and reviews work of departmental staff to
ensure group objectives are met. Hires, trains, develops, and
evaluates performance of staff to ensure that a qualified staff
exists to meet group objectives. Reviews and recommends personnel
actions for approval.

authority.EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in technology, business management, or a
related field, plus eight (8) years of experience in technology
management, operational business management, logistics, or an
equivalent combination of education and experience
- Valid Driver's License required.PHYSICAL REQUIREMENTS
- Requires remaining in a stationary position for extended
periods of time and constantly operating a computer and other
office productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must
live within the boundaries of the CTA Statutory Service Area either
at the time of employment or within 6 months of beginning
employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge and deep expertise in mapping out and
improving business processes.
- Detailed knowledge of technology architecture and business
domains.
- Detailed knowledge and understanding of project management and
business analysis.
- Working knowledge of Microsoft Word, Visio, PowerPoint, and
Excel.
- Working knowledge of database and reporting tools such as
MS-Access, Quick Books, Tableau, Outlook365, etc.
- Working knowledge of the practices and principles of Business
and Technical processes and change management.
- Working knowledge of the methods of reporting and documenting
data.
- Strong project management and process development skill.
- Strong verbal and written communication skills to effectively
communicate with a variety of audiences.
- Strong technical and business problem solving, analytical and
troubleshooting skills.
- Strong persuasive and influence skills.
- Strong ability to act as a Change Agent.
- Ability to quickly learn technology trends, solutions, and
systems including emerging technologies such as artificial
Intelligence (AI), machine learning and robots.
- Deep understanding of the practices and methods of
technologies, research, selection, development, testing,
deployment, and support.
- Ability to lead and coordinate a group of people towards a
common goal.WORKING CONDITIONS
- General office environment
- Occasional travel to CTA field locations in the course of
work.
- May be required to work various extended or irregular hours
(including nights and weekends) in order to meet project
deadlines.
- Must be available to respond to calls or email inquiries
outside of regular work hours.
- This position is considered a "C-List" position under the
"Revolving Door" prohibition within the State Officials and
Employees Act (5 ILCS 430/5-45), which contains a number of
post-employment restrictions CTA employees in C-list designated
positions must follow. Among other requirements listed in this
statute, CTA employees in C-list designated positions are required
to follow State notification procedures to the Office of the
Executive Inspector General prior to acceptance of any applicable
non-State employment or may be fined significant
