County Administration 161 N. Clark St.Job SummaryDevelop, design,
and handle the full lifecycle recruitment process and engage in
special projects. Answer questions related to talent acquisition
processes, policies, and guidelines and address non-standard
issues. Analyze and forecast workforce supply and demand. Perform
research for workforce strategy recruitment and hiring and help
review outcomes to extrapolate insights. Develop improvement plans
for the applicant tracking system and overall hiring process. Help
develop strategies to recruit for hard-to-fill positions. Work with
Compliance on Employment Plan related issues. Consult with
leadership to ensure compliance with Federal, State, and County
regulations for equal employment opportunities.Minimum
Qualifications
- Graduation from an accredited college or university with a
Bachelor's Degree or higher and
- Four (4) years of staffing, recruiting, talent acquisition, or
directly related experience or
- An equivalent combination of education and/or experience is
required.Preferred Qualifications
- Experience sourcing passive and active candidates.
- Experience utilizing Taleo or a similar applicant tracking
system.Candidates who are contacted will be required to produce
original required documents (e.g., current driver's license,
diploma, school transcript, certifications, etc.) listed on the
Notice of Job Opportunity within five (5) days of being extended an
offer, in writing, by the Bureau Chief of BHR (or designee).Degrees
awarded outside of the United States must be credentialed by the
World Education Services (WES), Educational Credential Evaluators
(ECE) or a National Association of Credential Evaluation (NACES)
member organization.KNOWLEDGE, SKILLS, ABILITIES AND OTHER
CHARACTERISTICS
- Knowledge of the principles and techniques of recruitment
processes and industry-wide standards used to ensure a fair and
equitable approach.
- Ability to identify gaps in systems and brainstorm optimal
recommendations for future success.
- Ability to supervise and train staff and take charge of special
tasks and projects as required.
- Ability to use Microsoft Excel.
- Ability to independently guide staff in area of specialization
to drive business success.
- Ability to provide in-depth insight, advice, and expertise to
other professionals, management, and external contacts in an
assigned functional area.
- Ability to operate as a senior team member and communicate
advanced specialized knowledge to team members, leaders, and
external stakeholders.
- Knowledge of complex principles and practices for a specialized
area of focus.Physical RequirementsSedentary work involves exerting
